Bug Description
I maximized an application (thunderbird) by dragging the window up to the panel -> Thunderbird maximized.
When I restored by pulling the menubar/panel down -> It restored window size.
Now I tried maximizing again by dragging it up to the panel and it created 2 menu bars. See screenshot.
It took quite a bit of fooling around to get this bug.
