Bug Description

The Oneiric beta release has the ability to select different themes. However, this version of Ubuntu no longer has the ability to customize the theme. Natty had the ability to select things like the background/foreground color of tool tips, windows, etc. It is important to be able to adjust these colors.

I use Eclipse to develop on Linux and some of the popup windows use system default colors for the background. The debugger tool tip windows showing variable values is one instance. The foreground color is very close to the system background color and you need to change the Ubuntu colors in order to see the data. If you don't, the display is black on black and can't be read.

Releasing Oneiric without this ability will prevent me from upgrading.

I confirm this but according to my best knowledge this will be available in the final version so I suggest setting Importance to "Wishlist".
