Bug Description
The 'bug' has been around for a while, but I'm registering it now because after some thought it should be easy to fix. The problem is determining process ownership for global dofs, which in turn requires identifying global dofs. Indentifying global dofs should be easy as they don't require know how many mesh entities there are of any dim.

Wouldn't it be natural to include the global dofs on all processors. After the assemble is done we just sum the value from all processors.
