Bug Description

The openquake package fails to install on a compute cluster worker node like gemsun03:

gemsun03 ~ $ sudo apt-get install --no-install-recommends python-oq

We need to roll a new package that detects the absence of the rabbitmq and postgres services and refrains from the corresponding initialization actions.
