grub does not apply badram parameter

Bug Description

I have modified /etc/default/grub to pass badram parameters to the kernel... even after update-grub, though /boot/grub/grub.cfg seems to pick up the changes, when I boot, the parameters are not in the menus.

Does the menu get built from initrd rather than the actual filesystem perhaps?

This is pretty perplexing.
