no admin group in cloud-images

Bug Description

There is no admin in the current (20110907) images.

$ cat /etc/cloud/build.info
build_name: server
serial: 20110426
$ grep admin /etc/group
admin:x:108:ubuntu

but in the current image there is no build.info (bug 844164) and no admin in /etc/group.

Please make sure /etc/group is as similar as possible to natty images.

The regression happened between Alpha2 and Alpha3.

Alpha2 was generated with live-build. VMBuilder was manually creating that user. Testing fix.
