Dash home under ALL/ANY window

Bug Description

If you try to open dash home and you have a window open, the dash window will be presented UNDER any window that is already open. This make the use of it IMPOSSIBLE! It should be presented above any open window!
This is not a case of transparency, it is really under the other window(s)...

BTW, I just notice that I've the same problem when I try Alt + TAB, the bar with all the apps will be present bellow all the windows!
