Bug Description

Naming conflict in module I2CE between files /var/lib/iHRIS/lib/4.0.15/I2CE/I2CE_Configuration.xml and /var/lib/iHRIS/lib/4.0.15/I2CE1/I2CE_Configuration.xml.
Will use /var/lib/iHRIS/lib/4.0.15/I2CE/I2CE_Configuration.xml

at last installation fails, not sure is caused by the same problem:
the error is:

Installation failed: Requirement pmoralg-StandardLetters by ihris-manage-pmoralg is not available
