Bug Description
When building Natty and earlier Cloud images on Oneiric hosts, the chroot is not properly setup resulting in /dev being deleted. As a result, Oneiric is not a suitable build host for pre-Oneiric images.

The cause of this is the handling proc mounts. I pushed a change to vmbuilder-0.11 used by the cloud image build process.
