Bug Description
Unfortunately there are times when a static link is necessary. Most Debian (Ubuntu) *-dev packages include the static library as well as header files (Debian policy manual section 8.3). Thanks.

libpqxx3 will be removed from Ubuntu soon, see bug 1588570.
Obviously, we won't be adding the .a files then.
At least now, I don't think it's true that most Debian devel packages include .a files.
