crash reports might not be set as "private" by default

Bug Description

Actually on Oneiric testing, all the crashes are automatically reported as "private" by default, even if the user dont care and/or know about it. Its a real pain:
- flood launchpad with duplicates themselves hidden by apport retracing service, so the user bug reporter cant follow/see its bug report without searching for duplicates.
- there are already a bunch of "private" reported bugs: way to much:

Propositions:
- apport should have optin confirmation
- or only hide data but not bug title and description symptoms
