Dash fails to show on top

Bug Description

Just once it happened today, on-click on the Ubuntu button, Dash showed up but it was behind two other windows on the desktop. The thing is, it only failed to paint the area, as mouse clicks on the failed area were still on the Dash, not the other windows. Attached is a screenshot of what happened; you can see what applications were running at that moment...

I'm wondering, when this happened, could you still use the dash? This never happened to me, and I think it may be a very rare bug.
