Bug Description
I am referring to the menu that unity provides when the Desktop is selected. A menu is displayed by hovering over the menu bar, as in other applications. However, no title appears when the cursor is not over the menu bar.
This is a design bug, as it does not make clear a menu is available, and brings inconsistent behavior to the UI.
