Bug Description
This could accidently happen when a user sends a link to someone and their editor incorrectly puts the trailing space in.
I will upload a patch to gerrit to fix this, and some other issues

The reason I came about this problem was the link sent in http:// mahara. org/interaction /forum/ topic.php? id=3958# post17555
which resulted in the link mahara. org/artefact/ file/download. php?file= 159726% C2%A0

After a quick test, I believe this happens when you copy a link into the editor, then press enter, and then save. This produces a link with %C2%A0 on the end.
Maybe this bug should be filed seperately...
