FFE: pbput security enhancements and what-repo script

I'm requesting a FFE for two innocuous features being added to the upstream bikeshed project.

 1) the pbputs/pbgets command supports public/private key encryption/decryption using GPG; I tried to get this tool moved from bikeshed over to pastebinit, but the maintainers over there were too busy this cycle; thus I'm carrying those changes here in bikeshed for another Ubuntu release

 2) the simple, innocuous what-repo command and manpage are quite innocuous and shouldn't hurt anything

Since the queue unfreezes after Beta 1 ,assuming the package won't get auto-accepted before the release team gets a chance to review the FFe may not be the best plan.
