[panel] Window buttons should be shown when pressing alt to reveal application menus

Bug Description

Solving bug #838133 would be one way to solve this:

  1. Maximise application, and observe that the Launcher hides
  2. Move pointer to bottom of screen
  3. Type "Alt-f" to open File menu
  4. Observe that menu opens at very left-edge of screen
  5. Move pointer over a menu further along (eg. "Help")
  6. Click on this menu item
  7. Observe that the window control now show, the menu moves along and the pointer is over a different menu than targetted.

Screencapture created with a simpler method:

  1. Use mouse to click-open menu
  2. Hold Alt
  3. Scrub mouse pointer up and down going in and out of hover status

are you certain you are not using unity-2d, the shadow in the window buttons make me think if you are on unity-2d. I tried to reproduce your issue but got something different see the attached video.

Kaleo: is the maximised WM button rendering specific to Unity-2D? I thought that logic was supposed to be shared?
