Bug Description
When a job concludes (in any case, success or failure), record the job stop time in the job_stats table.
I think it is reasonable to capture the stop time even in the case of a failure; it would be useful (for post-mortem analysis) to know how long the job ran before it failed.
In the case of a job failure, the job itself cannot reliably report the job stop time. Thus, I think it is appropriate for the job supervisor to record this information.
