Inkscape frame does not respond to mouse events if a menu is open.

Bug Description
Windows XP, development version.
if any drop down menu has been opened, such as Extensions->Images, for example, then the Inkscape frame will not respond to mouse events. This applies to : dragging the frame, closing it, minimizing it, or resizing it by dragging the edges. The only way to manipulate the frame is to close the menu.
this is a partial regression from 0.48.1. In 0.48.1 the frame will not respond to the first mouse click if you try to drag it by grabbing the top edge. However, after the first mouse click the menu will automatically collapse and the frame will respond to the second click, which is acceptable, if still not quite normal. Normal behaviour would be to respond to the first click.
