Gnome-sudoku 2.30.0 (and previous) has very inaccurate difficulty ratings

Bug Description
I only play the "very hard" games, but some are actually quite easy. I'm attaching a screen shot of one, with all hints shown. You should notice that there are already 2 boxes solved on row 3, and if you play through, you'll always find one or more such boxes at every step of the way. This is not hard at all; it's mere bookkeeping. Of course, some are truly hard. Your algorithms should do a better job of telling which is which.
