battery idle brightness may be brighter than user selected brightness

Bug Description

When running on battery the brightness is reduced when the machine is idle a few 10s of seconds. However the brightness to which we switch seems to be fixed such that if the brightness selected by the user is very low the idle brightness may actually be brighter. Bad.

FWIW, I see the same behaviour on a fresh Oneiric install (on an Asus 1015PEM). Let me know if I can provide any further details (here or on bugzilla).
