Bug Description
the "Submit code" link on project pages leads to a page that allows registering new branches.
This page is confusing to new users (in question 157255, the user had the impression this link would make them the owner of the main branch). I also don't know *any* other Launchpad users who actually register branches using that page.
Perhaps one way to resolve this would be to replace that page with an explanation page on how to use Bazaar, including links for registering new code imports and how to clone branches for Launchpad.
