Bug Description
I have French keyboard (AZERTY).
During the session, there is no problem: the behaviour of my keyboard is AZERTY (for eg: when i locked screen, I use AZERTY keyboard to type my password) except during the password typed greeter (QWERTY keyboard, i think).

The default layout is set in /etc/default/ keyboard and is set when installing. So, this is probably set wrong for you. I'll mark this as a duplicate of bug 834487 as there is supposed to be a keyboard layout option in the greeter (assuming you're using Unity greeter). Thanks for the bug report.
