You have installed kdelibs4 from testing-proposed-updates but you seem
not to have testing-proposed-updates in your sources.list anymore since
it doesn't tries to install kdelibs4-dev from there. It is most likely a
problem with your local configuration. Please try to install
kdelibs4-dev from testing-proposed-updates, this should work.
