Bug Description
When performing a rebuild on an instance the image_id (or href) is not updated until after the new image is spawned. As such v1.0 and v1.1 rebuilds don't currently support changing the image_id (or imageRef) of an instance during a rebuild.
Once a rebuilt image boots the image_id is updated meaning that it incorrectly shows the running image.
