Bug Description

make install shouldn't touch config files if they exists, but it just overwrites them.

This happens in the 3.9x repo at least, but has been reported to be going on for a while.

Quick description of the feature: When running ./configure, add the option --disable-install-conf and the etc directory will not be visited during make install - you will have to do it manually.
