[users-admin] new user gets group of user added just before

Bug Description

Binary package hint: gnome-system-tools

Steps:

1. add a new user 'bob'; bob gets his own group 'bob'
2. add another user 'bob2'; bob2 is in the group 'bob'

I believe this is very unintuitive behavior, although it can be justified in some mass user add scenarios.

There is also a slight security risk as an admin might not double check group membership.

I tried on an edgy desktop CD and on my feisty desktop and that works fine. How do you list the groups for the user? What version of the gnome-system-tools package is installed?
