shortcut for specifying colocated branches

Bug Description
at the moment it is possible to specify colocated branches in URLs. This works, but is quite annoying for local use. It would be nice if there was a shortcut to using colocated branches, e.g.:
../localpath,
or perhaps even:
../localpath,foo
This is mostly a matter of tweaking bzrlib.

Well, most people would like:
cd ../localpath
bzr log foo
Or something equivalent to that to work. The syntax there is (I think?):
bzr log .,branch=foo
Which is more clearly a usability issue.
