Apport-retracing-service marks public bugs as duplicate of private ones

Bug Description

This is a problem with apport-retracing-service, please reassign if approriate.

This is not the first time I've seen this, but the most anoying so far:
The bug #829813 was reported by me, traced and made public by a-r-s, and as can be seen in https://bugs.launchpad.net/ubuntu/+source/gnome-settings-daemon/+bug/829813/+activity , subsequently made a duplicate of different private bugs not once but *twice*.

As both other bug reports are still private, I as submitter cannot follow what's happening in these bugs, why Pedro unmarked "my" bug as duplicate etc. - which is quite annoying.

I think a-r-s should preferably mark private bugs as dups of public ones, not vice-versa.

Plus, when LP sends me these "marked as duplicate" mails it includes a link to the private bug report - and when I click on it LP basically calls me an idiot with its "Lost something ?" page.
