[bluetooth/detect-output] Test doesn't run before bluetooth_detect_after_suspend, causing it to fail

Bug Description

When running Checkbox, I find that at the point when power-management/bluetooth_detect_after_suspend runs, the test bluetooth/detect-output, which it's supposed to depend upon hasn't run yet - meaning that it fails because the bluetooth/detect-output test hasn't generated a file containing the dump of 'hcitool dev' which is meant to be compared with the same dump after suspending.

This is fairly important, we need to figure out, at least, why the depends is not being taken into account.

This isn't reproducible now?? Perhaps there's a random element in ordering the tests? I might try on another system and see if it reoccurs.
