I had a similar bug earlier, where the dash would also appear below the other windows. But I couldn't reproduce it on my laptop, now I can. So, all the windows created by unity (switcher, dash, dash popups) appear below other windows, _but_ input still goes to them, so it's only the visual part that is stacked incorrectly.

The problem was most probably due to a test release of compiz that exposed a lot of stacking problems.
Please reopen if you ever see this again.

Uh, we just confirmed this "with latest updates applied". My old bug is bug 806396, in case it matters. It seems like starting firefox triggers this for me.

in libreoffice witer go to "table" menu and in 'insert' click on 'new table' now either run the dash or the switcher that window will appear above

I can also confirm this behavior. Unable to consistently reproduce but it seems to happen occasionally after entering and exiting Google Chrome full screen mode.

I get this issue constantly with all updates applied as of today:
(1) Start a new desktop session
(2) Open a full-screen Thunderbird on workspace 4
After doing those steps there is about 50% that Unity renders it's windows below all other windows.

Also, it not only affects the launcher, but also the dash/lenses and the task switcher (ALT-Tab). If those get constantly rendered below all other windows it renders Unity unusable.
