soft reboot timeout is too long

Bug Description

If the test system fails to soft reboot, it waits for an unreasonably long time before hard resetting. We could shorten this, or even detect the '[ NN.nnnnnn] Restarting system.' line and wait for a few seconds after that, then fail over to hardreset.

If some interaction with the console manually, another possibility is there is already a character on serial port by mistake, and now get a soft reboot, but the command will fail, the command is like "?? reboot"
