default to noauth for the EC2 admin API

Bug Description

As of 1478 nova now defaults to noauth for the EC2 and OSAPI's.

We should default to noauth for the EC2 admin API as well.

Until we get this I'm unable to run the nova test_admin smoke_tests cleanly w/ trunk:

    test_001_admin_can_connect ERROR
    test_002_admin_can_create_user ERROR
    test_003_admin_can_create_project ERROR
    test_004_user_can_download_credentials ERROR
    test_999_tearDown ERROR
