Adjusting the sound level does not cover the whole volume range

Bug Description
Steps to reproduce:
Change the sound level. The method does not matter, I am assuming the sound menu slider here [1].
What happens:
If the slider is completely on the left, the sound is muted, let's call this 0%. If the slider is moved to the right, or the keyboard's function key is pressed once, the volume is immediately at, let's say' 50%, although indicated differently.
Consequently, only the volume range from 50-100% can be effectively be controlled.
Nasty workaround:
It has to be noted that the remaining 50%, from 0-50%, can still be adjusted from within other applications. So the way I currently handle the situation to not have a super loud volume permanently, is to change the volume in the applications. For example, I set the volume slider almost all the way to the left, and then reduce the volume in Banshee as much as possible.
