greeter allows start of gnome-control-center via power-settings

Bug Description

Due to testing of Bug #830175 and Bug #811853 the empty sliver beside date-time displays in drop-down menu 'Show time in menu bar' and 'Power settings'.
Click on power-settings opens the dialog where one can en-disable settings.
Click on settings (top left) opens g-c-c, e.g. click on audio opens audio-settings.
Switch to tty and grep process of g-c-c:
lightdm 7361 0.1 0.8 900884 31436 ? Sl 03:24 0:01 gnome-control-center power

While audio-settings are open one is able to login. After login it first disappears but is displayed after short time with window decorations.

Expected.
Don't allow access to g-c-c before login.
