Install ifplugd by default on laptop

Bug Description

I notive that Ubuntu adds some functions automatically if it detects a laptop
(installs battery-monitor etc). It would be nice if it automatically installed
ifplugd if it detects that it is running on a laptop with a non-wireless network
card configured to use dhcp.

At present, if a user installs while connected to a network, then unplugs and
reboots, they will have to wait for DHCP to time out on boot and will be left
with a non-functional network until they plug the cable back in and figure out
how to do /etc/init.d/networking restart.

If ifplugd were installed by default, the network would behave as expected:
unplug cable -> network card disables itself, plug it back in -> automatically
join network.

The current ubuntu ifplugd package works great once installed.

Hi,

We can't do this for WartyWarthog because we're too close to release, and we're
planning to impliment NetworkManager for HoaryHedgehog, so ifplugd will not be
required.
