forward-search-history keybinding C-s conflicts with scroll lock

Bug Description

The default keybinding for forward-search-history does not work because the terminal captures ^S (Ctrl-S). The TTYs activate scroll lock. Gnome Terminal just seems to discard it. C-q (Ctrl-Q) should also be avoided; that is for scroll unlock.

The default keybinding does nothing, so forward-search-history should be mapped to another keybinding by default. reverse-search-history is mapped to Ctrl-R which works fine.

Ctrl-Up and -Down would be very convenient for reverse-search-history and forward-search-history respectively.

However, these do not work as expected. See this bug:

The keybinding that I've settled on for forward-search-history is C-h. It would still be nice to have Ctrl-Up/Down if bug #829805 was fixed.
