New UI design needs pages 1 and 2 switching

Bug Description
The current design will only show a list of hardware available for official releases on startup. In order to get access to hardware that is only available from snapshots the user needs to go forwards to page 2, select dev build, go back, select the hardware they want. Clearly this is broken.
Two solutions:
1: Switch pages 1 and 2 (easy)
2: Grey out buttons on page 2 if the hardware the user selected on page 1 (hybrid list) isn't available down one branch of decisions.
I suggest going with option 1 now and fixing up with option 2 when more time can be given to GUI updates.

Gone with the nicer option - page 1 and 2 stay the same way around, page 2 will have release or snapshot greyed out if it can't support the selected hardware on page 1.
