Bug Description
Deploy 2 services on the same hardware is needed in order to allow for efficient grouping of services, such as having the message queue and the DB be on the same machine for example, in smaller depployment, then, when the deployment grows, have the possibility to separate them. We cannot group services within a formula if we want to proivde eslasticity.
Use case: Admin wants to start testing openstack on 3 servers, other will go in production with 500
