closing laptop lid incorrectly throttles screensaver, even with external display

Bug Description

When I close the lid of my laptop, gnome-power-manager always throttles the screensaver (as indicated by the following output):
$ gnome-screensaver --debug --no-daemon |& grep -i throttle

However, this should not happen when external displays are connected, as it is the case for me.
