most probably an ia32-lib vs multi-arch issue for nss & nspr:

I had the problem with a newer version of ia32-libs >20090808ubuntu13. I downgraded on 20090808ubuntu13 and everything works fine again.

Although on 64bit didn't experience the issue, it installed flawless.

Changelog of nspluginwrapper actually says
< don't fail installation if one of the plugins failed to refresh >

Did all updates and dist-upgrade but nspluginwrapper is still pending here and doesn't get installed.

Here in dpkg.cfg.d there is no multiarch file and suggested cmd did nothing, it just says no permission.

@Sam: I do have the problem on amd64, amd64+mac to be precise, upgraded from natty a few days ago
