Bug Description

"successfuly parsed ip filter: 0 rules applied"
using this filter: http://upd.emule-security.org/ipfilter.zip

with version 2.6.6 i was able to load that filter file.

If you have a look inside the filter, you will see that this is not a valid P2P file [1]. This is actually a ipfilter.dat file using the eMule format [2]. Just rename to .dat and it will be parsed correctly.
