Bug Description
Some times the Alt-tab switcher appears *under* application windows, meaning that the user cannot see it (or can only see a very small part of it).
Ideally the Alt-tab switcher(s) should stack on top of almost everything else, ensuring that the user always receives a visual feedback.

Thanks for the bug report Paul, there is already a bug about dash and launcher about this issue. all these have the same cause I believe as all happen at the same time so I am marking this as duplicate.
