No way to choose Ubuntu’s Radiance theme without installing Gnome Shell

Bug Description
Ubuntu Ocelot, all updates installed at 2011-08-16
1. Install Ubuntu.
2. In your new Ubuntu installation, try to switch to the Radiance theme.
What happens: There is no interface anywhere for switching between Ambiance and Radiance.
What should happen: If Radiance is shipped by default, an interface for switching to Radiance should be shipped by default too. Otherwise it's a waste of time and space.
It is possible to change the theme by first installing gnome-tweak-tool, but gnome-tweak-tool is riddled with settings that we probably wouldn't want to expose by default, including Gnome-Shell-
