Bug Description

The cgroup-bin package is being recommended as the way to get cgroup
filesystems mounted for lxc and libvirt. But cgred is not really
needed by these. Running

   stop cgred
   /usr/sbin/cgrulesengd -v -d

as root shows how much cgrulesengd wakes up and works. For the
sake of efficiency, perhaps cgred should be its own package, depending
on cgroup-bin.

The creation of the cgroup-lite package solved this better than this proposed split would hae, so marking this fixed.
