Bug Description
Recent changes removed the ::JOB:: prefix from job.job_id, and in many places job.job_id is used to compose the KVS keys.
The KVS keys are not in the format expected by the KVS garbage collector anymore. As a consequence the KVS garbage collectors is not able to attribute keys to the jobs, and doesn't do its job properly.
