Bug Description
When my computer turns on, I get a message cycling through "Device removed // USB Device // 413c 8140" and "Device recognised // USB Device // 413c 8140". I'm not doing anything with my bluetooth chip

Maybe there is a problem with your bluetooth device?
udev-notify shows only what udev is detecting (udev-notify does not detect the devices itself - it relies entirely on ubuntu's udev). If udev continuously connects and disconnects this device, there is definitely some problem with it.
