global menu does not appear until mouse-over

Bug Description

This is really more of a papercut than a bug, but I still think it represents a usability issue, especially for new users.

Steps to reproduce:

Open any application (non-maximized). Look at the title bar and/or application window. There is no application menu bar (File, Edit, etc.) displayed anywhere in the application window, and only the application title is visible in the top bar. The user does not necessarily know that mousing over the top bar will cause the menu bar to appear, and as the top bar is somewhat empty anyway, it seems like there would be plenty of space to have the menu bar always displayed, and no good reason not to. (i.e. like on OSX). This link also shows the problem:

thanks for the bug report. This issue have been discussed before and been denied you can read the comments in the duplicate bug 732653

This is not a duplicate of bug 682788, which is about where menus appear on large screens, not about their default visibility. If the "desired change" described there was implemented, this bug would not be fixed.
