ensemble shutdown and terminate-machine should delete associated security groups

Bug Description

For shutdown, this includes the environment security group. Any terminated machine should have its associated machine security group deleted as well.

I have a working spike that demonstrates what is necessary in working with
EC2 (see lp:~jimbaker/ensemble/expose-cleanup), it's just a question of
having shutdown pass through the machine IDs. Given that William is also
working on the same part of the code, I put it on hold briefly so we don't
stomp on each other.
