After logging out from the Linux console I get this message in auth.log:

Then after this I have to wait a while to get a new getty. This never
happens on tty1. It would seem that your patch from #216658 causes this.

I have the same problem here with two machines, using weekly updated
debian sid machines (on the three ones I use daily, same problem) :
after unlogging from tty3 init says :
Id "2" respawning too fast: disabled for 5 minutes
I found some peace of advice from a FreeBSD mailing list (I can't
remember where exactly, though). Although it might seem unrelated,
it says to delete /var/run/utmp to solve the problem, which I tried
and solved the problem (again, in debian sid, util-linux 2.12-6).
I don't know why exactly the utmp database relates to this problem,
however.
My 2 cents.

Here are my two observations regarding this problem.
1) It seems to me that mere fact that I'm "switched" to given virtual
console, blocks it. When I log out and do not switch to another virtual
console, login prompt don't come back at all. If I switch to another tty,
getty manages to open previously used tty as soon as it re-tries again.
2) On my system I use devfsd daemon. So I tried to change inittab lines
from:
X:23:respawn:
to:
X:23:respawn:
(since /dev/ttyX is just symlink to /dev/vc/X) and it solved problem with
delays, I got rid of those "/dev/ttyX: already in use" error messages.

Do 'apt-get install util-linux/testing' and put util-linux on-hold.
Restarting the machine may be necessary.

Yup, I would like to see it fixed somewhen. Currently there are two
fatal bugs in Debian (IMHO): this one, and that perl rc bugs are stalling
way too many packages already.

On any console as any user after an exit or logout command the new login
is very slow... often I get "INIT: ID 5 respawning too fast: disabled for 5 minutes.
Sometimes it takes 15 minutes for a new login. Seems to be worse when I
have backgrounded processes on that console (XSession). Sometimes
editing /etc/inittab and setting console to "off" then running init q
and then re-editing and setting console to "respawn" and re-running init
q will bring an immediate login, sometimes not. Repeat - this happens
to every user on every console - even root on tty1.
