Hi, can you explain the motivation for doing the sync? What fixes or features are gained by including this version?

This new version of fldigi updates the Spanish translation, and introduces a few minor features including new additions to fldigi's internal macro language and minor graphical enhancements. I have attached to this bug the complete changelog since the current version as the file fldigi-changes-3.21.13. The package builds fine in Oneiric[1] and I have tested the new version for basic functionality.

@Bryce, aren't we still three days away from feature freeze?
